OMFG!! I almost forgot about my favorite cheap food of all time:
Beans. On. Toast.
I say "almost" because in a fit of frustration about what to eat last night, I thought back to my budgeted food consumption in merry ol' England and remembered the valuable lesson my beloved Grizedale hall mates taught me. It was quite informative and included a thorough analysis on cheap eats through the ages, but it all boiled down to this: you toast your bread, heat up baked beans, and get this...you put the beans ON the toast (and maybe some cheese and mustard).
And then eat it with a fork. Well, only if you're feeling dainty.
